In 2020, C2AE completed an EGLE Notice of Intent and Project Plan for a combination of lead service line replacements and water main upgrades throughout the City of Escanaba. Given the significant funding available, C2AE and Escanaba moved to explore the possibility of adding water plant upgrades to the project scope.

C2AE prepared a new scope with water plant improvements for Escanaba staff to review and integrate into a revised project plan for submittal to EGLE. In total, the lead service line replacement project received $5 million in funding between a $3 million WIFTA grant and a $2 million DWSRF loan. Water treatment plant improvements received nearly $8.7 million in funding for clearwell separation and other plant upgrades. Funds include a $1.7 million DWI grant, $1.1 million in principal forgiveness, a $1.9 million CDBG WRI grant, and a nearly $4 million DWSRF loan.
