High lake levels overwhelmed the aging infrastructure in 2018 and 2019, causing infiltration and inflow to exceed state guidelines. This became the driving force for EGLE to issue an Administrative Consent Order (ACO) for plant and collection system improvements. In 2021, C2AE helped Gladstone submit a Michigan Clean Water Revolving Fund Project Plan in a successful application to fund plant improvements.

Improvements include new raw sewage pumping, automatic fine screening, vortex grit removal, updated primary settling, moving bed bioreactor (MBBR) secondary treatment to replace RBCs, one new final settling tank, increased peak flow hydraulic capacity, anaerobic digester improvements, and a new administration building.
